Tamika "Meek" Dual is the Founder and Chief Executive Officer of SIRS Tech and Economic Innovation Labs, where she's building the infrastructure for a collaborative economy.
Meek founded SIRS Tech in January 2018 as a specialized instructional design and learning experience firm, delivering high-impact training solutions to federal and corporate clients. For over six years, the company built a proven track record designing curricula, eLearning modules, and performance-based training programs using methodologies like ADDIE, SAM, and Kirkpatrick evaluation models.
In October 2025, SIRS Tech made a strategic pivot—moving from delivering services to perfecting a transformative product. That pivot was born from Meek's expertise in measurable learning outcomes and her vision for a fundamentally different approach to entrepreneurship education. She created the Partner-Researcher Playbook, a 12-point methodology that transforms business education from theoretical and extractive to practical and regenerative.
To validate the framework, SIRS Tech launched Economic Innovation Labs as its internal testing ground. Through pilot cohorts, the Labs proved the methodology works.
